Well sure it doesn't matter who from the docs team leads the discussion but the important thing is that you have the general consent of the broader community before making any changes to the wiki and currently the best place to gauge such consent is this list. So someone should follow my advice from earlier it doesn't need to be you.

On the contrary, it does make sense for someone who has lost faith in the capacity of some to show restraint in an offline setting, to propose a live alternative. There is ample evidence that live settings are helpful when emotions run high.
Furthermore, the Board meetings are the best possible place to prevent and mitigate tensions -- it's even part of their mandate -- and I don't know about you, but I feel there is tension aplenty.
At this point it is clear that there is not a consensus within the community for this to be the best location of the primary source of discussion on this topic, much of this is coming from long time wiki contributors. As such I think that before your plan could be put into place the board would need to resolve the conflict of is a board meeting the appropriate place for the main discussion on this topic. It is also worth noting that our board meetings have a hard 1hr time cap as the only time that works for us is during some members lunch break. Due to this and the fact that we will likely have a number of other topics that we need to get through I am unsure that even if the board does agree that it is an appropriate place we will have time to deal with the issue properly at next weeks meeting.
Also beyond the points that Richard made having an open discussion via a mailing list will allow those who are less informed or on the fence about the topic and are unable to make the board meeting or any other call help make a decision for themselves on what they feel is right. This is why I strongly encourage you to re read and follow my suggestion.
