The strategy team will come up with a first draft for a strategy after this week-end, so I suggest we wait for this (unless some of us can propose something right now), and start from what they'll deliver.
Right, that's precisely what we're doing/working on this weekend. We believe that it will be a more efficient discussion if we come up with 1-n well researched proposal(s) rather than having the whole process starting from scratch on the mailing-list. Our goal is to come up with one or more good proposals which we can then discuss all together. It isn't about imposing anything, it's really just that we believe that it is the most productive process. Another reason for not imposing it (apart from the obvious reasons why that would be bad :)) is that if we manage to come up with a strategy, it will need a maximal traction and support across the community, it's not something anyone can or would want to impose.
