I think it is more appropriate for the maintainer to report upstream with CC to the user to add additional data the people upstream may require, because the maintainer should be accustomed to the requirements upstream and knows what they want or like.

Me too. I reported once upstream. I had bought a Haupage TV card; it did not work. I was told to ask on their mail list, which was their channel (that's a problem, each different project has their own peculiar method of reporting). I was totally ignored. In the end, I had to ditch that TV card, and buy a real TV instead. I had to spend money on other hardware, that is, to solve a software problem... So I don't like reporting upstream.
