You lost me here - I'm not sure how the login requirement for the forums relates to this. Can you clarify what you mean?
In my experience, the one thing that (sometimes/often) prevents such a bi-gating of fora<>ml is the requirement that a forum poster be subscribed to the mailing list. However, when opensuse forum members are required to be registered for access to bugzilla, those registered could simply be allowed access by default, i.e. without having to actively subscribe.
