The key here is "their work" - if they take an article from another site and post it on their blog, then it's not their work, it's still owned by the organisation that originally published it (or individual, depending on circumstances). To be done properly, the article would/should include the copyright notice, and should also state that reproduction is allowed as long as the copyright notice is included. If there are sites that are using articles improperly, then they should be advised to include that copyright notice on material that they did not create.
