As the bug clearly says before it was closed as INVALID, the problem is you are using an ancient version of rpm that does not support the boolean dependencies used in our modern packages.
It is unreasonable to expect old build tools to build modern packages.
There is nothing wrong with path mismatches, there's nothing wrong with rpm-config-suse, there is nothing wrong with any of the componants mentioned in bug 1180367.
Please use recent rpm binaries to build using rpm spec files written for use with only recent rpm binaries.
