The "cultural" is matter of education. First those that should give a help then those that ask for help. Right now the whole load of learning is on those that already have a lot learning on their head, new users. Oldtimers should understand that landscape is changing. Majority of new users that install Linux today have no technical background and habit to read the manuals.
