Sure, could happen. An additional difficulty, though, is that OBS worker hosts need to be ultimately trusted, because anyone with root access can inject evil stuff into the packages, without anyone noticing (checksums don't help either, as it can be injected into the binary packages, before a checksum is computed on them).
