I am not sure that I understand your message correctly, but what do you suggest that we do about issues which you mentioned?
First and foremost this means openSUSE needs to kick-start communities around these aspects as this obviously wont happen by itself.
Experienced people from all parts of our community need to lead and invest time into organizing collaboration, facilitate communication and decision making processes around these topics. Then they personally need to keep those new groups afloat long enough until other people join. Then they need to share responsibility with the new people.
Classic community management/building. Something which we are good at around packaging and other aspects of our project.

Many of those other areas were covered under the boards call for "openSUSE Release Team" volunteers and the indication was there was at least some volunteers in some areas so I guess were waiting for that to be sorted as a starting point.
