Can we create a (short) list of proposals and a list of decision criteria?

So far there are two strategies on the books: the Red Hat / Fedora strategy and the Canonical / Ubuntu strategy. Instead of further discussion, proposals, decision criteria, etc., let's make a list of peoples' names. Who will make the decision?
