It does, but you'll first need to get through the iChain login. So before you make a call for the first time to the XMLRPC interface, you'll need to POST "username=XXXXX&password=YYYYY" to https://bugzilla.novell.com/ICSLogin/auth-up, and then save the cookies it gives you (there's probably a way to have python do this automatically). From there you can call xmlrpc.cgi just like you would using a normal Bugzilla instance.
But you can't access xmlrpc.cgi from a web browser, if that was confusing you.
Also, what's the preffered way of communicating with a bugzilla instance in python? I've found that I can use one of the two: the pyzilla package, or "manually" built requests sent via http to bugzilla.
I'd just use xmlrpclib, personally. It's very easy.
