No, those two are not the same. Any who doesn't vote isn't counted and doesn't care. Someone who votes "none of the above" is counted and cares, but just didn't find any of the candidates interesting or suitable.
Wheras you're right that there is a difference, it is not really relevant for this voting mecahnism employed here. The only effect it has is when the voting is setup than any candidate needs to reach a certain voters percentage threshold, as then 'blank voters' count for something but do not assign the vote to a candidate. As we 'just' promote the candidates with the highest vote count to be board members, an empty casted vote does not have any difference to a not casted vote. Thus, I don't think we have to make our life more complicated than needed.
