No, those two are not the same. Any who doesn't vote isn't counted

The only effect it has is when the voting is setup than any candidate
needs to reach a certain voters percentage threshold, as then 'blank
voters' count for something but do not assign the vote to a candidate.
As we 'just' promote the candidates with the highest vote count to be
board members, an empty casted vote does not have any difference to a
not casted vote.
