This assumes new posts are a primary source of noise. If you look at Simon's example of bugreports and support threads on factory, then you'll see at even a casual glance a significant number of those threads are initiated and/or facilitated by long established posters.

You seem to be suggesting we treat new posters worse so all existing posters can be treated "equally" (by not being treated at all).

The 'offtopic-brigade' you so derisively name would be establishing persons responsible for the ML, because right now we have no one taking any responsibility for the content of any lists, and that hurts the community and those lists.
