No, those two are not the same. Any who doesn't vote isn't counted and doesn't care. Someone who votes "none of the above" is counted and cares, but just didn't find any of the candidates interesting or suitable.
Wheras you're right that there is a difference, it is not really relevant for this voting mecahnism employed here.
