I'd vote for b) after the page has been reworked a bit to make it easier to consume. It could include stuff like
A simple question for clarification: If somebody types the URL bugzilla.o.o in the browser, wouldn't you expect that person to know what he's doing and trying to get straight to the bottom of it, i.e. the actual bugzilla site, to search for an existing bug report or submit a new bug? At least that's what I thought but I might be wrong. It's certainly good to have a page like bugs.o.o anyway, no doubt.

I don't care which way it goes, but I will say that currently finding the bugzilla site is surprisingly difficult. My natural inclination is to type "bugzilla.o.o" and it obviously fails, so I end up googling for it (if I don't have a link handy). It would be nice to see it as part of the standard list of links on major entry point pages such as <http://en.opensuse.org/Welcome_to_openSUSE.org> It's sort of feels like it is hidden currently. (I don't actually think that is the case, but it feels that way regardless.)
