Bugzilla documentation says something different, according to it the RESOLVED -> VERIFIED -> CLOSED path is for QA, not for the reporter. See https://bugzilla.novell.com/page.cgi?id=fields.html#status
Unfortunately this documentation is valid only for unreleased products. For a defect that is found after a given version of openSUSE is shipped (the large majority of them), it should be set to CLOSED when QA verifies the fix. But there's no QA for openSUSE! (Correct me if I'm wrong on this last statement.) Without any QA in place, RESOLVED is the final state for bugs found after release.
