Maybe you are referring to "no footer saying how to unsubscribe", but that one is not mandatory.
Per already pointed out how I made this error. Thanks, but I was not pointing out to mandatory in our (openSUSE's) case, only in the case on my servers, and was merely wanting to get what I thought was an oversight fixed ... oversight because openSUSE is a *Leader* in courtesy and consideration. Thus, I posted it to the Project Mailing list. Seems I should have checked several more of my saved mailing list posts, though.
