We discussed that during Strategy meetings and we agreed unanimously that this should be decided by openSUSE members.
Why?
Because it's really the simplest way to determine a group of people who should be able to vote. An open survey would be open to many different people, opening the risk that people completely external to the community come and vote for a strategy while they don't really care about openSUSE itself. The question is why are all the people you're listing not members yet? They should probably be!
