There are guidelines where anyone can run stuff for opensuse.org and get root access to a VM. Lars has given talks about this at oSC over the last couple of years. Regarding that, a friend who became openSUSE member stepped up to help admins to maintain various things but they didn't let him help. Not sure what exactly they replied to him but it was something like "if you're not SUSE employee, you cannot help us". He can verify that himself (when he sees this mail).
