I want to write a web based front end to a MySQL database. I would naturally use what I know - Perl and CGI, but that's a bit old hat these days. PHP4 might be a better idea (and it'd give me a chance to learn something new).
PHP very often. Have a look at (say) ilias at http://www.ilias.uni-koeln.de/ios/ or webcalendar on http://www.sf.net/
PHP and MySQL are very good at working together. Exactly. I just found an excellent book "Build Your Own Database Driven Website Using PHP & MySQL" by Kevin Yank. They just released second edition. The first 4 chapters are free for downloading. The URL is http://sitepoint.com. I was using O'Reilly's MySQL book and the PHP Bible, but this book actually got me started. For me, PHP itself was easy because it is so much like C.
