[opensuse-packaging] where to open a bug report of packman repo?

Where can I report an "issue/feature" regarding a package of the packman repository? The problem is with k3b, it has kdebase as dependency (witch is really unnecessary). Incidentally, I'm one of the k3b package maintainers @packman so... ;) [...] Is there a reason, why packman is not moving towards the opensuse build service? Wouldn't it be better, to combine both projects? Especially packaged libs would be useful for other projects, which have to be packaged again now.

There used to be, before we had the Build Service.
