That's one approach... it will mean that your packages will fade out and be deleted frmo Factory due to no longer building... is THAT in line with what you want to reach? More correct would actually be that YOU as prj devel reviewer decline it BEFORE submitting to Factory.. openSUSE is collaborativ work. There is REALLY no reason to make work for potential new contributors extremely difficult..
