That's the theory and nowhere mandated. In practice the existing devel projects are a wild mix of staging for Factory, backports of Factory packages to older distros or even container for packages that never have and probably never will hit Factory.
I don't see any need to restrict devel projects to be _only_ devel project if it's ok for the maintainers of said project. I only care about the packages that _are_ part of factory and there it's indeed required by me talking to the maintainers if the package is different from factory for a long time. Actually I cleaned up a lot of those with sources that weren't pushed to factory. If that's not ok for those packages, then they should look for another project to split factory development from "wild backporting" and this is what my original mail aims for.
