That's a baseless accusation. The naming was discussed on this list in 2011: https://lists.opensuse.org/opensuse-packaging/2011-05/msg00186.html
What's still missing seems to be an automatic Provides: python(importname) for python packages. As others have pointed out the package name is rather fragile to rely on.
That sounds like a much better solution to me. It also works with packages that provide multiple imports.
