I've repaired it and sent you via submit-request. xvfb was missing the file /usr/share/X11/xkb/rules/base, solved with BuildRequires: xkeyboard-config IMO this is a bug in xorg-x11-Xvfb package. If above file is really needed to start xvfb then it should have xkeyboard-config dependency.
