I don't really see a big need for that package, as if I chroot to it, I can always manually just add that package when I need it. I prefer having the base set as small as possible, as it speeds up the generation of multiple packagaes by each packet not needed. I'd say if somebody REALLY needs vim 'always', he can add it to his own build config and let that package be installed.
