I'd say the train for 11.4 has left the station, considering the release schedule and the work left to do on these packages (plus Factory build is broken). But we can certainly target 11.5, or 12.0, or whatever the release after 11.4 will be.
Jaime, If you don't know it is relatively straight forward for a user to add a repo and install supplemental packages, so just because it won't be part of the official 11.4 release does not mean it will not be usable with 11.4. Users wanting to install OpenNebula will just need to add the Virtualization::Cloud repo.
