Im considering option 2 , because option 1 seems like talking to the brick wall.
(Can't resist :) Deja vu. Do you recall systemd and some other discussions? It is just that you are now in opposition. The idea to use some description, useful for everybody, but also to those that don't speak C, C++, Java, Python etc, is not bad idea. It will allow to have first level packagers (like first level support) , that work per script (written instructions), not understanding the code too much, and then when problems can't be solved without looking at the code, issue is escalated to you and people like you. Wouldn't that make your life more interesting? More coding, more real debugging, instead of boring repetitive tasks.
