install: no, that's in the description (and in /usr/share/doc/packages/*/NEWS or /usr/share/doc/packages/*/README)

I read the description. Or I download and extract NEWS or README files (from a tar or rpm) or just install the package... I do not expect that an arbitrary changelog lists this info properly; if it would do it, it would be to large. That's also why we packagers were encouraged in the past to simply add a reference to a NEWS or CHANGES file, which is available on the Web. Of course, I would not mind if yast or zypper would be able to display NEWS or CHANGES info properly; but I think it's a bad idea to . expect all the packager to prepare this info nicely (every packager has his own style and language skills, etc.; for example, I saw it more then once that if you update from 1.1 to 1.5, only NEWS stuff from 1.4 to 1.5 were add to the changes entries and thus 1.2 and 1.3 changes got lost...), and . clutter rpm changelogs with it. I'd rather ask the packagers to check whether a good NEWS or CHANGES file exists. If not, he is encouraged to create one.
