deb packagers never know what a changelog is.(That's my version of "changelog not available" sometimes)
That's so common and so true, developers/packagers using Debian/Ubuntu are so careless about changelog since their packaging guideline is so weird which can be easily concluded as "you can leave it blank, but if you want to write something, you have to follow the "strict-to-byte-but-ambiguous-in-word" guide.
May God forgive them.
