Well, fmodex is a counterexample to that ;-) No SONAME, but at least the library name is changed on every release. (libfmodex-4.28.so -> libfmodex-4.29.so)
It will work as plugin (i.e. when the file is loaded explicitely). A shared library without SONAME won't work for a strict definition of work. ldconfig will do the wrong thing, and dlopen won't notice the same library loaded twice.
