Indeed, but I wouldn't call a patch tag *code*. Look at it as a glossary or the entry in a dictionary where the patch tag is the keyword and the comments are the explanation.

Whether or not a Px prefix is used is independent from the question where the commets are placed relative to the patch tag. I suggested them to avoid confusion between regular comments and these special comments, and to reduce the risk of messing up the comments when moving around blocks.
