I think I document changes just enough (see my today submissions in regard to libpng14->libpng15 change for example, plotutils, nvidia-texture-tools, tuxpaint, tvtime). But really don't know why I should document oneliner buffer-overflow.patch speaking for itself on 10(dec) places in strictly given way. And I am proud I have freedom to choose level of documentation. Of course I have _tried_ to upstream it.
openSUSE is collaborativ work. There is REALLY no reason to make work for potential new contributors extremely difficult..
I hope you want to aply this rule only for newly created patches, not existing ones. Petr
