Add an option --minchangelog to /work/src/bin/tools/prepare_spec and we'll make sure it will be called that way at checking to factory.
I would suggest the following format
%changelog * Mon Jun 22 2009 coolo@novell.com - see gnome-libs.changes
either take $TODAY or the top of .changes.
rudi already agreed on leaving an empty %changelog. the code is already in prepare_spec but was commented out for the friday night checkin.
