Merge ObsController into ApplicationController
This was an attempt to isolate the code dealing with the OBS API
in the times this app also dealt with serving distribution ISO
images. We don't anymore, there is get.o.o now.
Let's stick to the defaults to make this better understandable.
- Move methods that are Package/SearchController specific
- Avoid using an app wide constant for a local variable
