While it only works on dv files (and has video capture, although I haven't used that feature), it can import typical video files (since it uses ffmpeg and mencoder, perhaps what those codecs support?). I've used it to edit a lot of mpeg rips, and it has quite a few write options (again, haven't used most) - I usually take its mpeg default output but sometimes that has a problem, but using dual-pass ffmpeg to a .vob seems to work well.
