Sounds like you have not set up your sound card properly. The main reason I did not stick with KDE in SuSE8.1 was the inability to have 2 sound cards configured in the KDE Control Center. YAST2 would have no problem, but then KDE would refuse to allow the second card. When I upgaded to 8.2, I was already an ICEWM convert.
Have you done the sound setup in the KDE Control Center? If not, try that, and it may restore the sounds to your KDE games. There is an option in there to use ALSA or OSS or Autodetect. Auto works well on all 3 pc's here, but you might try to force Alsa mode. Another thing, be sure in either yast or Control Center to set up (test) the card volume.
I'm surprised the setup of 8.2 failed to set you up. I've done a dozen both upgrades and virgin installs, and the only headache I had was my instance with two cards onboard.
Ah... do you perhaps have an on-board sound chip plus your soundblaster card? Be sure to defeat the on-board chip in your BIOS settings.

I must admit, I find sound config in KDE extremely confusing, and for that and other reasons, I typically live in the icewm world...<};-) Have you tried using one of the other window managers?
As for image quality, I found the ATI AIW (rage128) to be better than this Haupagge Win-TV. The resolution either line or air signal was better on the ATI tuner. Setup of the ATI until SuSE8.2 was always a nightmare, but the Win-TV is totally supported, way back to the 6.x days. In 8.2, both installed flawlessly for me.
You should post a better detail of your system, and then maybe some of the GURUs will kick in and help you.
