[opensuse-m17n] apel-xemacs: Drop package since it's in xemacs-packages
apel-xemacs is part of the xemacs-packages tarball and therefore I suggest to drop it. If we do that, please add a proper obsolete to xemacs-packages and we should drop the currently not applied disable-apel patch (don't know when it was disabled). Could somebody with sufficient authority do this in the openSUSE BuildService for Factory, please? I also fixed xemacs and xemacs-packages to build and submitted to the devel project. Please test and accept my changes and push them to openSUSE:Factory. The apel contained in the xemacs-packages tarball is old and obsolete
though.

It was so, but the apel in the latest xemacs-packages looks new enough, version 10.7. I guess this should be OK. FYI, I already accepted SR by Andreas.
