If this is really your setting, try correcting the misspelled UTF-8. You forgot the "-".
If this is not the reason, the following might help: instead of the variable RC_LC_CTYPE= ..., add a line "export LC_CTYPE = zh_CN.UTF-8" in the file ./profile. You can also make the setting for German there. I changed this, but I have still the problem that sometimes KDE Applications are crashing if they have been automatically reloaded after a reboot.
