If it's merely an issue of display, then the issue is most likely related to the configuration of Mozilla and the OS with respect to the fonts installed. This is characterised by the boxes being displayed instead of the correct Japanese glyphs. As I understand it, Mozilla (which is based on the Gecko engine) performs dynamic font mapping based on the locale and its assigned fonts. This is configurable in the broswer for each of the primary locales. I myself can see text from 20+ locales within a US English Mozilla browser without any problems whatsoever. If input is required, the Mike has already identified the IME packages and their dependencies. For a Linux newbie, this is not as straightforward as on MS platforms. IE for example will identify that a font/locale package is missing and prompt you for an immediate download and installation before attempting to render the page. The personal edition lacks practically all packages needed for Japanese. You can download them from the FTP version though.
I suspect many "individual" or personal users users are just as likely to want support for non-Latin scripts as "enterprises" are.
