[opensuse-m17n] Non-UTF-8 locales?

Hi, do people use openSUSE, and specifically YaST, with a character encoding different from UTF-8? If you here don't know, can you point me to a place which non-unicodites visit? We have some code in YaST that tries to support that but it may well be broken.
