It's fine to push IBUS to 11.3, but I strongly disagree to *drop* SCIM. IBUS doesn't give full functionalties SCIM provides yet.
So, make IBUS and SCIM parallel-installable (i.e. adjust the xim setup priority right), and test the parallel installation on Factory (not 11.2!). If this works, just do osc submitreq to Factory from M17N repo. osc will warn you that no package in the destination, but it's fine for new packages.
If things go well with IBUS and people are happy with it, then we can gradually drop SCIM. But I guess dropping SCIM will happen first after 11.3.
+1 When I tested IBus last year, I got some troubles in inputting Japanese with IBus. Maybe we need some more test before dropping SCIM.
