The actual LED toggling should be handled in user-space such as PulseAudio. The problem is known and PA developers think of implementation, but not done yet.
That is, I guess this won't be fixed easily on 12.1. Let's hope it'll be in 12.2.
BTW, was the patch already merged in the upstream tree? In general, we take only the patches that have been accepted in the upstream. If not, please try to push to the upstream first.
