What's the justification for doing all of them? The benefits for faster booting are still there. I wouldn't have modularized PIIX if there was wasn't a conflict.
For AHCI there certainly can arise the same kind of conflict at any time. For ATA and SCSI it's mostly because I wonder why those need to be in memory even if a system doesn't need them. But yes, assuming most systems will have at least SCSI used, the boot time benefit remains (except that these just being libraries, there shouldn't be much of a benefit).
