"I don't have a problem enabling it for 11.4" does not mean it was actually enabled - and as I checked with last 11.4 kernel update, it was not. This config option has been disabled since it appeared so that the answer to the "why" question is most likely "because noone asked for it to be enabled" (until now, that is).
