My preference is also 4.9 or later LTS, but for a completely different reason: this is where tons of ARM support was merged.
As we've discussed, another option should be taken into account, too: D) create a new kernel flavor to follow the upstream (Kernel:stable) ... so that user will be able to install both this new kernel and the kernel-default based on SLE12-SP3 kernel.
