There were problems with the hard-link handling in rpm, which caused unexpected regressions. Or alternatively, uninstall kernel-firmware-* and ucode-* packages once, remove the stale /lib/firmware/*, and re-install those packages again. A few tests and some head scratching later, I found that the problem would only occur when the laptop is on battery power. If it is connected to the grid, it can suspend correctly. To be 100% sure, I booted an old ubuntu 18.04 from an usb key, and the behavior is the same: suspend works when on grid power, but causes shutdown when on battery. I updated the BIOS to the latest available and the problems seems to have gone away. The new versions of the firmware is 1.20 from 9/9/2020 [1], the previous one was named 1.5.
