... on the PC at work running the other-operating-system(tm) the mouse driver has a function that if I press a control key it will draw flashing circles around the pointer which helps locating the pointer. In times of ever more increasing screen resolutions and decreasing pointer sizes that turns out to be a pretty useful function.
Is there any such program for the KDE? I know that Gnome offers such functionality but is there any such thing for KDE too?

There is an applet you can add to the k-bar called eyes that will follow the mouse pointer across your screen. This provides nearly the same function.
