I know this has come through either this list or SuSE-Linux-E within the past several months, but I can't find it by searching the archives. So here's my reconstruction of how I did it: KDE Control Center -> Regional & Accessibility (category) --> Keyboard Shortcuts (subcategory) ---> Panel (group -- right-hand panel) ----> Popup Launch Menu (probably shows default ALT+F1 key binding) Assign "ISO_Level3_Shift" (left Win key) and "Multi_key" (right-hand Win key) to this action.
